New Powell’s Books Building Design Unveiled

The Daily Journal of Commerce writes about the new design for the Powell's Books building located at the corner of NW 10th and Burnside. A prominent feature of the proposed building is the art cube suspended over the front entrance. The cube would replace the existing, iconic Powell's Books sign with art displayed on several sides of the cube. Powell's, the Portland Design Commission , the Pearl District Neighborhood Association , and even the chief curator of the Portland Art Museum like the building design and the idea of the art cube. The design commission did suggest that the tile façade made from recycled glass might be overly complicated and detract from the art cube.
Powell's is not certain when construction will begin and admitted that the economy is a factor in its decision.

North Pearl District Plan Hearing

During the City Council's first review of the North Pearl District Plan (NPDP) held Wednesday, September 24th, various stakeholders proposed amendments to either the plan itself or the accompanying package of Zoning Code amendments proposed to implement the plan. Each of the amendments proposed on the 24th and the staff's recommendation to Council are summarized in this downloadable document .The City Council will review these amendments and take additional testimony on these requests at a follow-up hearing scheduled for Thursday, October 30th at 2:00PM. It is anticipated that the Council will decide to adopt the North Pearl District Plan package at this hearing and will decide which of the above referenced amendments to include through the adoption process.

Sneak Peek of New Powell's Books Building

As we mentioned earlier this year , Powell's Books is expanding its flagship store on West Burnside. As you may have guessed, the only place that they can go is UP—and that is exactly what they intend to do. We just received notice of a pre-application conference on the Powell's project. The proposal is to replace the existing one-story building with a 27,660 square foot, three-story, mixed-use building (two floors of retail, one floor of office, with a rooftop garden).The plan is to create a new home for Powell's Technical Books, which is currently located two blocks to the east on the north Park Blocks. Waterfront Pearl Lien Remains Unresolved

The lien filed by Hoffman Construction in July against Pearl Waterfront developer Pemcorp Development and its lending partners has yet to be settled. Hoffman has taken the next step of filing the paperwork requesting a jury trial to settle the issue. Hoffman is owed $15 million.This article in the Daily Journal of Commerce goes into the details of why Hoffman hasn't been paid. As you can guess, it's partly related to the current financial mess, including a tight credit market and the decline in stock markets.
One of Pemcorp's lending partners, CDPQ Mortgage Co. , is the largest pension fund in Canada. CDPQ is currently more focused on protecting its pensioners' money than on a project in Oregon.
I'm wondering what this means for owners and anyone who is thinking of buying there. Does this lien make it even more difficult for buyers to get a mortgage? Will the lien affect the work that remains to be completed? Re

GSA Decides to “Dispose” of Portland Custom House

The GSA has announced that it will dispose of the historic Custom House , located at 220 NW 8th Avenue. An analysis showed that removing the structure from its inventory would be beneficial to taxpayers. The disposal process is the same as was used for the 511 Building , which PNCA has been approved to acquire. Here is the process as described in the GSA press release: GSA first offers the property to other Federal agencies that may have a program need for it. If another Federal agency identifies a need, then the property can be transferred to it. If there is no further need within the Federal government, the property is made available for other uses through public benefit conveyances (PBCs) or negotiated sales. Homeless provider organizations, by law, are given the first opportunity to acquire the building through the Department of Housing and Urban Development (HUD). United States Custom House Photo Tour

One evening in August, the Federal Government opened the Custom House to the general public. A project to convert the building into a boutique hotel had recently collapsed, and the General Services Administration wanted to generate interest in the building again. The Building is located at 220 NW Eighth Avenue on the North Park blocks. I have wanted to get inside this building ever since I moved to Portland. When the open house was announced, I put it on my calendar. Briefly, I think the exterior is beautiful, as are the entry and main staircase. Interior details such as the wood trim, doors, etc are interesting, but on the whole the inside is a bit plain. This is partly due to the remodeling by the government—acoustic ceilings, ugly carpeting, and florescent light fixtures. This building has great potential, and I'm sure once the previously mentioned additions are removed, the interior space could be transformed into something

Take the Streetcar Survey

The Portland Office of Transportation (PDOT) is currently drafting a Streetcar System Plan, with the intent of creating a citywide network. The purpose of the Streetcar System Plan (SSP) District Working Group process that is currently underway is to engage the public in the beginning of a long-range planning effort that will identify future streetcar corridors with the highest potential in a long-term implementation strategy. Specifically, the goal of the NE District Working Group process is to identify where community support for potential streetcar corridors is located in NE Portland. North Pearl District Plan Public Hearing Sept 24th

What is the project about? The North Pearl District Plan (NPDP) is a legislative planning project that proposes limited amendments to the Zoning Code regarding height, floor area ratios, and development bonus and transfer provisions applicable to a portion of the Central City Plan District located north of NW Lovejoy Stree. The project also involves an update of the River District Guidelines to correct pre-existing mapping and text errors.
The NPDP also proposes the adoption of new Comprehensive Plan policies that in combination with the proposed Zoning Code amendments are intended to result in the development of new pubic amenities, a diversity of housing options, the incorporation of sustainable design and construction techniques, and other outcomes intended to create a more sustainable and complete community the northern end of the Pearl District.
