PDC to spend $5M for Streetcar Engineering

The PDC is expected to approve $5M for final engineering of the eastside streetcar extension, even though the Federal government hasn't approved the money to build it. This article from the Oregonian gives some details of the politics involved in getting the Feds to approve $75M for the project. At present, it's held up because the Bush Administration favors buses. In February , the Administration gave tentative approval for $50M, but its uncertain when delivery will occur, possibly after the new administration takes office.
The reason for moving forward without receiving the federal money is to prevent cost increase due to automatic inflation adjustments in the contract. At present, every month of delay costs the city $500K in automatic inflation adjustments.
The project is expected to be completed in 2011.

City Council Approves Final Engineering for Eastside Streetcar Loop

The Daily Journal of Commerce reports that the City Council approved $6.3M for project management, design, and civil engineering on the 3.3-mile east side streetcar loop. The extension will cross the Broadway Bridge and run south to OMSI.Federal financing has been delayed, and may not be approved, until after the November elections. Due to construction contingency requirements that rise with inflation, every month of delay costs the City $500,000. The City hopes to recoup the money once federal financing is approved.

Old Sauvie Island Bridge is Gone, a Missed Opportunity

I couldn't agree more with this post from Portland Spaces Burnside Blog. As noted in the post, a pedestrian bridge will be constructed at Flanders over 405, I believe in about 5 years. It will be narrower, boring, and functional. It is supposed to be less expensive, $3.5 million is the number that comes to mind, but with the rising cost of fuel and inflation we shouldn't be surprised when the actual cost is the same or more than the $7 million the Sauvie Island Bridge was estimated to cost.
That would be ironic. It gets shot down for being too expensive, then the "cheaper" version ends up costing just as much.
I also wouldn't be surprised if bike traffic increases enough that the coming bridge needs to be wider to accommodate the traffic, which would also cause costs to increase. But we will just have to wait 5 years to see...

Traffic Advisory: W BURNSIDE ROAD WORK WILL CREATE DELAYS

From the Office of Transportation... August 13-14 and 16-17 - W Burnside, 21st to 23rd Avenues On Wednesday and Thursday, August 13-14, from 9:00 a.m. to 3:30 p.m. both days, Transportation Maintenance crews will be making base repairs on W Burnside at 23rd Avenue due to a sink hole. On Saturday and Sunday, August 16-17, from 7:00 a.m. to 6:00 p.m. both days, Transportation Maintenance crews will be grinding and paving W Burnside from 21st to 23rd Avenues. Although lane closures will create long delays, W Burnside will remain open all hours all days with flaggers and signs directing traffic through the work zone. The traveling public is advised to be careful through the work zone or use alternative routes.

BIKE BOX DESIGN Study In Portland Neighborhoods

The Portland Office of Transportation (PDOT) announced that City Council accepted an update to the "Bicycle Safety: Bike Box and Alternatives Report" that modifies implementation of the project at two locations to better evaluate the effectiveness of Portland's innovative design of the bike box - a safety treatment to reduce bicycle/motorist crashes and save lives. Consistent with Federal Highway Administration approval for experimentation, PDOT will be phasing in the green color of the bike box traffic control safety treatment at NW Broadway at Hoyt, SE Clinton at 39th Ave and SW Terwilliger Blvd at Taylors Ferry Rd in both directions. This will allow the City to collect data that helps determine the relative effectiveness of the green color as part of the overall safety treatment. Traffic Plan for Bridge Pedal

The 13th annual Providence Bridge Pedal on Sunday morning, August 10, will involve nine Willamette River bridges in Portland. The event includes three different cycle routes and one for walkers. As usual, the event will require some changes in how motorists get around the city, especially when crossing the Willamette River. Several bridges - including the Burnside, Morrison, and St. Johns - will remain open to vehicular traffic in both directions, despite the presence of cyclists and walkers. Here is the traffic plan for Bridge Pedal, starting with bridges from south to north: The Sellwood Bridge will be closed westbound from 6 am to 9 am. The Ross Island Bridge will be closed westbound at 5 am and will reopen by noon. The Marquam Bridge/Interstate 5 will be closed northbound (upper deck) from 2 a.m. to noon.
