Boundaries here, boundaries there...

While walking around Sunday afternoon I wandered into Old Town/Chinatown and was a bit perplexed. Within one block there are 3 of the new walking signs from PDOT and PDC. The first, on the southeast corner of Broadway and Burnside, states you are in Old Town/Chinatown. The second, on the southeast corner of Couch and Broadway, also states you are in Old Town/Chinatown. The third, across Couch from the second, on the northeast corner of Couch and Broadway, states you are in the Pearl District. The photo above shows the 2 signs on the same side of Broadway across Couch from each other.

So what gives? If the official boundary between the Pearl and Old Town/Chinatown is the middle of Broadway then why is there a Pearl District sign on the east side of Broadway. PDOT, PDC?
