I have an office in the Four One Two Couch Bldg. and so each day I walk to and from the lite rail and past dilthy garbage and waste on Couch between 3rd and 4th. Why do you allow such a mess of dumpsters with old greese spilling out and smelling up the neighborhood? The businesses on that street are vacant...so who is using these dumpsters?

Call 503-823-7306; ask for "Bill." There is a new city ordinance and new enforcement on this issue. Action is taken on the basis of citizen complaint, so please complain.
