North Pearl District Plan Hearing

During the City Council's first review of the North Pearl District Plan (NPDP) held Wednesday, September 24th, various stakeholders proposed amendments to either the plan itself or the accompanying package of Zoning Code amendments proposed to implement the plan.  Each of the amendments proposed on the 24th and the staff's recommendation to Council are summarized in this downloadable document.

The City Council will review these amendments and take additional testimony on these requests at a follow-up hearing scheduled for Thursday, October 30th at 2:00PM.  It is anticipated that the Council will decide to adopt the North Pearl District Plan package at this hearing and will decide which of the above referenced amendments to include through the adoption process.

What follows is a brief summary of the proposed amendments.  Please read the downloadable document for complete details and the city staff recommendations.

Amendment 1 - Repeal New Development Standards at Riverscape Site
This amendment addresses conflicts between an existing land division agreement and the NPDP.   Both the NPDP and the land division agreement have the same intended result.

Amendment 2 - Extend Bonus Height Provisions to Waterfront Sites South of the Fremont Bridge
This amendment would give developers the ability to earn 75 feet in bonus height on sites between the Fremont Bridge and the southern boundary of Centennial Mills.

Amendment 3 - Amend Action Item T10 of the North Pearl District Plan
This amendment asks that specific language be added to Transportation Action Item T10.  The language specifies 2 scenarios for improving traffic along NW Lovejoy.

Amendment 4 - Amend Zoning Map to Increase Base Floor Area Entitlement at One Waterfront Development Site
This amendment asks that the base floor area ratio (FAR) of the One Waterfront development site increase from 2:1 to 4:1.

Amendment 5 - Postpone Proposal to Allow bonus Height at Riverscape Site
This amendment would repeal the proposal to grant bonus height provisions to the Riverscape site until the bonus height provisions can be considered through the Central Portland Plan process.  

Amendment 6 - Reject Proposal Bonus Height at Riverscape Site Until Funding for Waterfront Park is Secure
This amendment requests that City Council not grant bonus height provisions until there is a plan by the City to own and fund the design and development of a waterfront park on Parcel 8 of the Riverscape site.

Amendment 7 - Reject Proposed FAR Increases Until Independent Verification of Cities Transportation Findings
This amendment requests that City Council not grant any increases in the base FAR entitlements until it can be verified that the underlying assumptions of the transportation analysis are found to be credible.
